how to get my impounded passport back

i renewed my passport in 2009 after the submission of documents and during police verification there was an altercation between my friends . fir was lodged and i was also one of the acccused . in 2 weeks there was a compromise between both parties and the fir was dismissed by adcp jalandhar . now during all this scene my passport was being verified and i got the passport physically in my hand . after i got my passport after a month or so passport office sends me a letter that i had a pending fir against me which i didnt disclosed and i was asked to respond my version to rpo jalandhar . when i went to meet him i told him the scenario to which he said its ok if your case been compromised and i took my passport back with me . now the present scenario , i wanted to get my wife name on my passport so applied for reissue in 2015 . all the things where going smoothly during processing till the girl who was processing my documents sees something on computer and goes to apo and then he comes and tells me that your police report was adverse in 2009 so we are impounding your passport . when i told him about my case he says bring the compromise which both parties had signed upon now the thing is i dont have any compromise copy and my friend whose dad facilitated the whole compromise deed is now migrated to usa with their family and he also is unsure that he has the document after so many years . please advice me what to do and how to get my passport back would be really appreciated thank you

You shall have to obtain the details of the aforesaid compromise and further order of cancellation passed by police authorities.

You should contact the concerned police station and should personally go through their relevant record of FIRs if you have no definite date of lodging of FIR. If month and year is known then it shall be very easy.

You can apply through RTI such information.

file a RTI application and ask for
1. copy of the report sent by police to passport office.
2. copy of compromise filed with police
3. whether any inquiry is pending with concerned police station
