forum for grievances of college employee.

can a college employee (peon made to work on daily wages for 5 years) file complaint against management for non payment of dues, directly in university and college tribunal?

It is better to take up matter through labour authorities of the area.

Pls check as Educational Instt. are also covered by state Shops and Commercial Establishments Act and if covered the Peon would be covered by the def. of 'Employee' as in this Act in addition to 'Workman' as in ID Act.................and he/she can approach:


---Inspector under (name of the state) Shops and Commercial Establishments Act


---Inspector under Payment of Wages Act (applicable to all employees drawing wages upto Rs.18000/pm)

---O/o Labor Commissioner

Prior to that determine the appropriate govt. (state/central) if you decide to agitate under ID Act...........

The local Labor Inspector might also be functioning as Inspector under Payment of Wages Act, Inspector under (name of the state) Shops and Commercial Establishments Act also.......................however lodge different complaints under different Acts..............


Refer to the Univ. Rules and service rules advocated by the Univ....................and also State Education Act..................and proceed accordingly if you decide to agitate in these forums as well.

He/she can also approach employee's unions/trade unions................
preferably under the expert guidance of his labor consultant/service lawyer.
