family member certificate and legal heirship certificate

Hello sir
I need specific information that is about family member certificate and legal heirship certificate...
1.my wife was from Gujarat state and iam from Hyderabad ...She died in Hyderabad...And she had flat on her name in Gujarat state...My question is from where I should apply for family member certificate.. Hyderabad or Gujarat?
2. Same thing is from where I should apply for legal heirship certificate?(property is in Gujarat state)

Apply at place where property is situated for eg property is in Gujarat then other local law of Gujarat may be applicable hence you need to apply in Gujarat only

What about family member certificate...This also should apply from Gujarat only...

Her family includes; Husband, sons, daughters……………..
Her Legal heir includes; Husband, sons, daughters……………..

Such certificate may be issued subject to inquiry by concerned staff of concerned office e.g; Tehsildar.

It is felt that it is from location: Where she last resided.
