In person application filed in the bombay hc but they reject

Hi,
Last 3/4 years I am visiting to the Honorable Bombay High Court for some SRA case where I am the Respondent.
I know this case since last 10 years and have much details about this Slum Rehab Projects.
And confident that I can appear in person because in this case the Respondents are State of Maharashtra, SRA and the Developer (Who never ever respond). It means that there are already two highly qualified advocates are there(respondents of State and SRA office) so I dont need any advocate to fight this case for me.
Few reasons why I am appearing In Person I must share here:
1 Don't trust an advocate. Had one very bad experience.
2 Dont want to go for LEGAL Aid becz I am very much confident.
3 HC advoctes charges are in lakhs which a common man cant afford.
BUT there is a problem while I apply for the permission to the Protonotay of HC (Regi) they just call or never call unless I do follow ups and attend one INTERVIEW with the Horrible Registrar of HC woh conduct it as a formality only. Feeling very sad to inform that this Horrible person had no written communications with any aaplicant who wants to appear in person.
Some members who were called for an Interview share their views that there is not a single person is allowed by this so called Horrible registrar or the Prothonotory. And if any one ask details of this so called interviews and process or the list of applicants they simply deny the Informations.
My own experience is that in different Writ Petitions in last 3/4 years I make an application for permission to appear in person but twice I got rejected. Thanks to the SRA advocate and the advocate of the state who argued honestly in that writ petitions and the Honorable Judge gave judgments based on facts and evidence.
My question for the experts is this :
1 What is the use of this in person appearance rights given to the citizens?
2 Where we can complaint against this type of irresponsible or unjust act of the Registrar of HC??
3 Does anyone have experience that somebody somewhere allowed to appear in person in the HC or any court???
I know that there are some good advocates as well, my friend who is practicing in HC and Supreme Court is helping me for free since last 6/7 years.
Please reply asap, thanks in advance.

Writing a letter to the hon'ble chief justice of bombay hc

Hi I want an expert to check and correct me in writing a letter to the Chief Justice of Bombay HC.
My format is as below please read it and if any corrections please advice asap.
Thanks in advance.
FORMAT:
From: Pradeep Dattatray Bhaigade
Address: ABCDEF
Cell No: 00000000
Date:
To,
The Hon’ble Chief Justice of Bombay High Court,
Your Honor,
SUBJECT: The purpose of this letter is to save the precious time of the Hon’ble High Court regarding WP No 2257/2018 (Reg No 103/2019)
I am Pradeep Dattatray Bhaigade, 44 years old is the Respondent No. 6 in WP 2123/2018, 2209/2018 and 2223/2018.
WP (L) no 2123/2018 filed by Advocate H. S. Anand on behalf of Rajendra Vishwakarma and Others is clubbed with WP (L) no 2209/2018 and WP (L) no 2223/2018 heard by Hon’ble Justice G. S. Kulkarni.
The above Writ Petitions were on board of the Hon’ble High Court on on 13 December 2018 where I was present in person as Respondent No. 6 and the matter is CLOSED FOR ORDER as per the Lordship’s directions.
Just want to add that the Applicant and his advocate H S Anand wants to delay the evictions orders passed by the Competent Authority of SRA. They are very much successful in doing so because although there is no relief grant by the Hon’ble High Court the SRA is not willing to execute the eviction order passed by the Dy. Collector, Competent Authority on 27th July 2015.
To continue such kind of delay and enjoying the illegal possession of Rehab Building rooms Applicant Gaurav Shetty through Advocate H S Anand have filed one more WP (L) no 2257/2018 for the same SRA rehab tenement and same society. Gaurav Shetty’s previous WP (L) No was 2209/2018 (Reg No is WP 3131/2018).
Justice Delayed is Justice Denied, we heard in news and magazines to avoid more delay and save the precious time of the Hon’ble High Court We write this letter to the Hon’ble Chief Justice Sir and request My Lordship tokindly look into the matter on priority basis because illegal occupants are having the possession of 5 rooms since 2007 till date.
Hon’ble Shri Justice G. S. Kulkarni already heard same 3 writ petitions (Closed for Order) and hope will be issuing an order of the same sooner or later.
We like to request The Hon’ble Chief Justice of Bombay High Court to allot the WP (L) No 2257/2018 (Reg No. WP 103/2019) to The Justice G. S. Kulkarni as he already handled three Writ Petitions of the same society, same advocate and the same SRA Scheme it will definitely save the precious time of the Hon’ble High Court.
WP (L) No 2257/2018 (Reg No. WP 103/2019) is now alloted to The Justice S. C. GUPTE sir but no hearing takes place till today 4th March 2019.

Because some illegal occupant have the possession of my fathers (deceased) room since 2007 and now SRA had passed an order to vacate the illegal occupants which they challenged in this HC . I think its more than 10 years the Illegal Occupier have the possession of SRA Rehab buildings rooms which he suppose to vacate as per 3E order of SRA Dy.Collector. Please advice can I go to the court and ask the honorable Justice to pass an order the earliest as we are waiting for the possession since 10 years.

Sra mumbai authority is adda of goons n thugs

fIRST I submit some details about the matter.
SRA the Slum Rehabilation Authority is the big adda of corruption in Mumbai.
Ten years back the Rehab Building is completed by the builder but few slum dwellers who are eligible on paper as per Annexure II still waiting for the possession. I filed loads of complaints to the SRA authority since 2009/10 but it looks like I am waisting my time and energy.
Deputy Collector of encroachment (SRA) had passed an ORDER for illegal ocupiers to vacate the rooms (2015). But the Appeals filed to the Additional collector (Dec. 2015) and He (Addl. Col) is taking more than a year to pass the final order regarding the Appeals filed by the culprits. On the Roznama the Additional Collectior mentioned that the next date will be final argument date but every time the opponents advocate had his excuse.
On every date I understand Justice delayed is justice denied. My frustration level is increasing.
I am planning to go to the High Court for seeking the order to the SRA and Addl. Collector to give final Order in stipulated time period for my as well as others appeals.
Here please advice me
1) I need to file a Writ petition or PIL or an Application to the HC.
2) Can I make my own argument in the HC as well as filing the papers.
3) Only for making the papers I think I need an advoctes help.
Thanks in advance.
