regarding correction deed

my father had purchased 1500 sq. ft plot as per sale deed in the year 1990. The actual dimension of the plot is East-West 30 ft. and north south 50 ft. total ad measuring 1500 sq. ft. recently when i saw the sale deed it shows mistakably that the dimension as East-West 50ft and North-South 30 ft. when i asked my father about this he found that Improvement Authority of our City ie. N.I.T. has sent us a notice requiring the sale deed to be corrected like actual position of plot as East-West 30 ft. and north south 50 ft. but the problem is that the person from whom may father has purchased that plot doesn't reside at the place mentioned in the sale deed. When my father approached Registrar with the correction deed stating the fact of the non availability of the seller, the registrar said that both the parties must be present before him for correction deed. Now can we not correct the deed without seller by giving my father's affidavit.

Yes, the seller will have to be present.
