Below bench mark grading

Dear sir/mam,i am working as a junior engineer in a central govt department.i has been awarded 7.5 by my boss for march 2017 to November 2017.then after his retirement my new boss assumed charge and he awarded me 5 marks i.e. below benchmark for getting promotion.he hadn't given me any memo or warning.i asked him after seeing the apar on apar management system. he told me he was not aware of the consequences of awarding me below benchmark. saying sorry and promising me to review it if it comes to him...ultimately he was playfull...suggest what should i do??? I am going to represent it...if it is not getting right should i go to cat for justice... kindly reply

Yes, you may approach Central Administrative Tribunal and seek justice on the ignorance expressed by new boss which resulted in promotional draw back.

You had posted the same issue in Forum section, where I had sought the following information:
Please post the complete facts. Performance appraisal comprise of the assessment by the Reporting as well the Reviewing Officer. Which is the Officer changed - reporting and reviwing officer? Is there any supporting assessment/remarks made by the said Officer in the 'Pen picture' ?

You are yet to provide the information as sought.

Thanks all the sirs for your kind replies....venu sir my reporting officer awarded me 5 marks and reviewing officer haven't changed anything... he agreed with reporting officer's assessment.. however none of them given any negative descriptive remarks.. they wrote that i have good relations with everyone as well as with public.. i need to be given some training for some technical works etc...but the numerical marks are contrary to their descriptive one...thanks

Contact, consult and engage a prudent lawyer and get the remarks/grading expunged otherwise it would be fatal in your career.

You may please go through my posting in the Forum Section:

"What prevents you from providing the information? The marks in overall assessment is composite of the assessment given against various aspects inherent in work out put, personal attributes and functional competency as well the 'Pen Picture'. Unless you forthcoming in sharing the information, no meaningful suggestion is possible."

I was in Central Government Service and had been Reporting as well as Reviewing Officer. However, when you are bend upon playing hide and seek with facts, there is purpose or meaning in trying to extend a helping hand.
