1. If a person engages some other counsel, then the earlier counsel engaged by the same party shall mark thereon No Objection under his signature and this is the only process and procedure in the light of required quarry.

2. Legal Ombudsmen has no say in the given matter. Only Bar council is the competent authority to initiate any action against such counsel.
Parveen Kr. Aggarwal (Expert) 12 February 2010
No such Legal Ombudsman has been appointed by the Bar Council.

The requirement of NOC from previous counsel has been made by the Bar Council in the interests of the practising advocates because when a litigant intends to change his counsel, he should clear the dues of pending fees of his previous counsel and obtain no objection from him. The procedure for obtaining NOC from a lawyer is that he can get signatures of his previous counsel on the Vakalatnama of the new counsel with endorsement 'No Objection'.

If a lawyer denies No Objection without any justifiable reason, the litigant may apply to the concerned Bar Association or the Bar Council.
