Lien rule in PSU if HR manual is silent

Sir, I was working in a PSU for last 3.5 years and cleared the probation. After got selected in Central govt group A service though proper channel I resigned from there 4 months before. Now, Can I ask for lien rule to go back to PSU, however there is no such provision in HR manual there.

You may not succeed because you have been relieved and joined the Govt. service under resignation and not technical resignation. If there is a opening you can try as a direct recruit.
