You have to register your name with the Chief Commissioner of Income tax. For this, you should have appeared before the assessing officer at least in 2-3 cases along with regular practitioners. With the copy of proof of appearing before the A.O., and your educational qualifications and income particulars, apply to the Chief Commissioner in Form No. 39 as per Rule 54 of Income tax rules 1962.

Sec. 288(2) of I.T.Act, 1961 prescribes qualifications for I.T. practitioners/consultants. Any CA, commerce graduates can become I.T.Consultants. Please refer I.T.Act and I.T. rules for further details and information.

I am enclosing the relevant forn 39 for you.
