Complaint against gpa to thired party

A SALE AGREEMENT WAS DONE FOR RS. 21LAC WITH A ADVANCE RS. 10 LAC IN YEAR 2009.
ON DUE DATE SALLER REQUESTED TO GIVE SOME MORE TIME TO GET SALE DEED REGISTERED BUT NO WRITTEN DOCUMENT WAS EXECUTED FOR THIS PURPOSE.
NOW I CAME TO KNOW THAT SALLER HAS SOLD SOME THIRD PARTY AND EXECUTED "IRREVOCABLE GPA WITH CONSIDERATION" IN IT'S FAVOR FOR RS. 650000. IN YEAR 2010.
SALEER IS SAYING TAKE YOUR MONEY BACK BUT I WANT TO GET THE HOUSE BY MAKING BALANCE PAYMENT.
WHAT REMEDY I HAVE APART FORM FILING CIVIL SUIT .
HOW CAN I COMPLAINT THE SUB REGISTRAR AND HIGHER REVENUE AUTHORITIES ?
PLEASE SUGGEST .

civil suit for specific performance of contract is only remedy.

You can try to avail the chance well knowing the fact that you could not fulfill the terms of agreement. Providing some time orally in 2009 may not mean it was provided to proceed even in 2015.

You should ensure whether your claim is barred by limitation while seeking the relief or remedy under specific performance act, consult your lawyer and proceed as per his opinion.

May I approch Sub Registrar for complaint about the fraud in term of undervaluation of the property for stamp duty purpose ?
