Registration of cooperative housing society

(Querist) 02 August 2013 This query is : Resolved 
I will be thankful for somebody giving clarity on the following :
1.
Is it incumbent upon a builder to get a society formed and hand over the residential campus to the society

OR

It is responsibility of the owners of the houses of the residential campus to form and get the society registered on their own

2.What is non occupancy charge and why is it charged ?
