There are some contrary rulings. but I am of the opinion that women are amenable to prosecution.

well yes women can be prosecuted under DVA for eg if a sister-in-law is harassed by her brother's wife then that lady can fiel a complaint against the other under DVA

No complaint under D V Act could be filed against a woman.
Domestic Violence Act clearly bars the same.
Domest Violence Act clearly provides that no complaint could be filed against a woman under the Domestic Violence Act, 2005.
