Is there any way for initaing enquiry

Dear Sir,
I came across the irregularities/ made by prestigious Institute(Autonomous) in making appointment at one department and file the CAT case against the Institute.The CAT court has taken interest and directed them to produce the records but they misplaced the record with wrong Intentions and raised other objections

My query is that Court only decide the disputes between the parties , How can one ask for enquiry in such Institutes?

These Institutes are operating under Minsitry and If we send our representations to the concerned Minstry, They forward our representations to the same Institute

In that case how can such officals take action against on themselves?

Is there any way out of the same or just we should sit like blind and mute vistors and watch such scams every day?

Whether they will take action or through them in cold box? CVC/CBI too control by the central Govt..If the concerned Minsitry is not taking action against the irregularities ..How can they take action against their own brothers unless Politically motivated?

In such case whether court can intervene for initiaing enquiry? If yes, under which law or they too remain helpless as they too bounded by their statutory provisions?

If there are real foulplay, you bring in the notice of court of CAT. You bring in his notice all the irregularities happened for appointment and also insist that they have misplaced the record to wash out the irregularities. Court cetainly will consider and call them for inquiry and will order to cancel the illegal appointments.

Sir, These things already before the notice of the CAT..That's why they demanded records..but the Opposite Party refused to furnished the records...The CAT has given many opportunities to furnish them..Finally they made their version that records has been missing
The Court finally says that they will decide on the basis of pleadings

My query is only to that extent .In that what alternative remains left as the Court has not taken any action but remarks as regretful
