What is creteria to calculate income for backward class certificate

i want to know what criteria is adopted to calculate income for punjab backward class certificate which is 4.5 lac per annum .where can i find a welfare deptt.letter no.01-41-1993-rc1-209 dat. 24-02-2009

there is nothing in this site , only 20 notification are there of 2012. i also regd myself to log on this site but no use.

Besides those 20 archives are there to be searched through search box you did not notice at right side top of page.Do some labor if you need.
