A Union leader (Govt. employee) proceeded for criticizing Govt. policies and progra mmes by giving statements to various newspapers. Xerox copies of newspaper clippings attached. My query is whether the newspaper clippings are sufficient or any other evidence is required corroborate the charges before the Inquiry Officer. Interestingly, no such written statements have been issued by the charged officer.

Besides reply to the query of Mr. Ramachandran, you may also please intimate which rules of the CCS (Consuct) Rules have been quoted in support of the charge?

I am representing the Govt. employee. It is alleged to be violation of provisions of Rule 9 of CCS (Conduct) Rules, 1964 read with Govt. of India's decision No. 2 below the aforesaid Rule.
