I have lodged complaint against my officer on his misdeed involvement in corruption to competent officer through email and what app. I have also sent recorded video in support of my complaint. But even after lapsed six months no enquiry was initiated. Now I have been called to record my statement and lodge written complaint so that enquiry could be initiated. By doing so the officer has disclose my identity and no effort made to keep my identity secret. My question is whether competent officer can initiate enquiry basin upon complaint lodge through email or what app. Is it mandatory to lodge written complaint.

In order to find out truth the competent authority has to conduct inquiry qua allegation(s) and you will be one of the prime witness/evidence against delinquent officer.

When you have lodged complaint, it does not remain anonymous. Officer can ask to get your complaint / comments in writing

Any complaint, if made has to be substantiated also. So, the action of the competent authority to start inquiry and to record your statement is quite in order. There is no reason to keep your name secret from the accused. If any complaint is made against you, you may also prefer to know who, what and why made complaint. Complaint made physically in writing, through email or whatsapp, has no relevance to be not taken in to account for the purpose of investigation.
