No, it is not a public document.

By the way, what for you want service book of the police official? Earlier, you wanted to know the caste of a person. What for all these wasteful things?

i am harassed by my wife and father in law ... the person is my "father in law" i need to proof that they cheating day be day on me ...

Wasteful efforts on your part. Cheating on you and service book of your father in law have no relation at all. Better fight your case on merits of the case, itself.
