Issuance of new passport

Whether a person convicted under criminal case & appeal is pending before the high court, can be issued with a New passport?
Whether a person convicted in one case & appeal is pending, also facing another case where trial is progress can be issued with a New Passport?

Passport can be issued after taking written permission of the court where appeal is pending permission to travel abroad and that too for short period of one year only on condition if any, mentioned by the court.
Check rules with regard to issuing passport at the official website passport of India.

Unless any criminal case is completely settled or dispose off and no conviction is declared till such time no passport either fresh or the compounded will be issued.
