Can contractual employees get revised pay

I have been working in a Central Government institution since 2010 in the pay scale of 15600-39100 (AGP - 6000) on contractual/temporary/ad-hoc basis. My contract is being renewed every three years/six months and on some occasions artificial gaps of 1/2 days are given. I am getting HRA/DA/TA and other allowances as per GOI rules. I would like to know:

1) If my employer is supposed to give me annual increment.
2) If I am entitled to Earn Leave. (At present I am only given 8/12 days casual leave in a year).
3) If I am entitled to EPF and contribution towards NPS
4) If my salary will be revised according to 7th CPC

Looking forward to your suggestions in this regard.

Your service is regulated by the terms contained in the letter of your contractual appointment. You can't seek any more benefit other than specified in the offer/ appointment letter.

Any additional benefit is at the sole discretion of your employer, not as a matter of right. Your personal rapport may help to get revised terms.

Sir, First of all thank you very much for your response.
My appointment letter is as follows:

In accordance with recommendations of duly constituted selection committee, duly approved by competent authority, you are appointed as Temporary/Ad-hoc/Contractual Lecturer for a period of 6 months from the date of joining or joining of the regular incumbent or as may be notified whichever is earlier in the pay scale of 15600-39100 (AGP - 6000) plus admissible allowances, as per the Central Government/UGC Norms.

It has been more than 8 years now that I am working in this organisation and would be happy to receive some guidance.

You are already getting full benefits like regular employees. So, as usual, you are required to get pay fixation also as per the revised scales.
