There is no such law. with Banks permission you can take photographs and videos. And if if Bank gives no permission and asks you to leave the premises you should leave the premises without taking photographs and pictures.For further information you click the following link.

Just reply a question, would you allow any stranger to come to your house and start clicking pictures and taking videos anywhere inside your house premises?
