Benefits on resignation from one psu and joined to another psu

Sir,
Namaskar
I, Suman Biswas , working in Airports Authority of India (AAI) as Manager Engg. and applied for Dy. Manager Engg. (higher scale) to Steel Authority of India (SAIL) and selected there. I have been given the NOC by AAI and submitted the same to SAIL during interview .One more thing SAIL advertised for the post of Dy Manager Engg. on experienced basis ( 07 years Experience)
My quarries are
1. How do one tender the technical resignation and what are its benefit and am i entitled for the same?
2. will the 07 years of service in AAI be counted at the time retirement at SAIL ?
3.will the EL, ML , CPF, Gratuity credited in AAI be transferable to SAIL

1. Technical resignation is very important to make the tenure counted in another job.

Though both are Public Sector Undertakings, they are independent and they will not count your service, leave, and terminal benefits. At the most you can ask the new PSU to fix your salary at a higher level basing on your experience.

The queries raised by you applies when you are in public service. Employment in PSUs do not count to be public service.

Every benefit of past service of the employee of a PSU gets transferred from one PSU to the other PSU on technical resignation.

I do not know what exactly "technical resignation" is.
In Ordinary course, if one resigns from one PSU and joins in another PSU, except CPF no other benefits are carried forward.

Dear Jaggarao,

If some Government or PSU employee applies through proper channel or after getting NOC of the employer for any job in another Government or PSU organisation he is entitled to get all past service benefits in his new employment even after resignation from his old employment. Though he resigns, but in that case that is called a technical resignation. However, if he applied for any such job directly or without getting NOC of the competent authority, he forfiets all the benefits of his past service.

As i have been given the NOC by my present employer (AAI), so will a normal resignation
be termed as technical resignation or has it any different format ?

Dear Suman,

Just use the word, "technical" before "resignation" in the subject line as well as the body of your resignation by giving reference to the letter No. & date under which you were given NOC. Along with your resignation, attach a copy of your appointment letter in the new PSU. The authorities will link the NOC in their official record and provide you necessary relieving letter with mention of all the past service benefits, which you would be allowed on joining your new organisation.

I agree with the the views of expert Mr.Dhingra on the subject. There are settled laws to this effect. One such settled law can be found in W.P..(C) 7370 of 1999 of Delhi high court in the matter between S.R.Dutta and Ministry of agriculture, in which the pensionary benefits of such transferred employee has been confirmed by the court.
