No, The couple have to physically present themselves before the registration officer without which it is not possible to register their marriage.

In a case , the marrigae in 1962 is not Registered , when I approached the Registrar for issuing a Memo that the marriage is not Registered the marriage Registrar informed my client that there is no provision for issuing such memo ( Memo- That the Marriage is not Registered as Per their Records )

Is it prohibited by any law to issue Such memo - ?

the Same is required by VISA Authorities !

on such Memo , they will Verifiy other Records like Educational Certificates of Children and other connected Records to establish the marriage of Old Couple ( Affidavits are not accepted )

YES

BOTH HUSBAND AND WIFE BOTH HAVE TO BE PRESENT AT THE TIME FOR MAKING A MARRIAGE CERTIFICATE AND THIS IS MANDATORY FOR PHYSICAL VERIFICATION AS BOTH ARE ALIVE OR NOT.
