My wife is buying a property.
Can the sale deed be witnessed by one independent witness
AND the second witness by me (husband), I am not a party to the document

Yes, the independent witness known person and both witnesses should have identity proof with them.

As your wife is buying property, it is not advisable to be a witness in the sale deed. You take two independent witness know to you (buyer-your wife) and the seller.

In such transactions,it is not mandatory to have a witness. But if you want such witnesses to the transactions, no one can stop you.
