Whether gram sabha land can be sold by govt to township deve

Rohtas is developing township at sultanpur road Lucknow. The project contains gram sabha land. Developer is saying that such land with the concurrence of Lucknow Development Authority is sold by the concerned govt authorities to the developer at the prevailing circle rate. I want to know from experts whether Gram Sabha Land can be sold by Govt to developer if the land is coming in the overall circumference of the DPR of the project submitted by the developer.

Show all related documents to some senior lawyer in view of the fact whether procedure was followed or not.
