What is meant of steps_unready

I had filled property related civil suit. There are 10 defendants. Notices are issued to them. 7 out of 10 received notice. Earlier it shows status as awaiting summons but now it shows status as "steps_unready". What does it mean

The Plaintiff has to take Steps to serve the Court Notice by RPAD and News Paper Publications regarding the same
