Water supply problem

We stay in a duplex house . We own the first floor and the other party owns the ground floor . The people residing downstairs have blocked our water supply and not allowing us to access the water tank for repairs . What can we do to repair this problem. The police only comes and sees the situation and goes away

You can file a criminal complaint as well as proceed for civil litigation for injunction in appropriate District court refraining them(ground floor people)from blocking water to your house and denying access to water tank for its repairs.Under Article 21 of Indian Constitution drinking water is a right to life and pers9nal liberty.
