Local Administrative matter, use RTI to get information from secretary.

Circulation of delegation of powers is an administrative matter. Unless you come out with the exact problem, what advice you expect us to tender?

If you are a consultant, as per your profile, your query is of commercial type, otherwise that is an academic query, when posted without any background of any proble.

However, your query studded with your direction, "ANSWER SHOULD BE SUPPORTED BY PROVISIONS OR BY ACT OR CITATION," indicates as if you are asking questions to your students, as a teacher.

If consultant, what type of consultant are you when you are unable to find the provisions, Act or citation and asking the query without giving even an inkling of the background of the problem, if there is any?

I fully agree with the opinion of Mr. Dhingra.
Unfit and academic query needs no reply.
