Transfer posting reg.

Dear experts,
Brief facts-
I had transferred from NR, Lucknow to NER, Shilling, dated 27.02.2015, w.e.f 1st April 2015. Accordingly, I had joined GSI,NER, Shillong on 10.04.2015 availing 10 days of Joining period. I have successfully completed my tenure of 2 years posting at NER, Shillong.
As per new transfer and placement policy for Group A & B (gazetted) officers of Geological Survey of policy laid down by Ministry of Mines, GSI, circulated with vide Office Memorandum No. 300/050/HRD/TP/2016/20 dated 25.07.2016, I have completed my NER tenure of 2 years in April 2017.Further, “the Para 5 regarding the transfer/posting in the North Eastern Region, it is also clearly mentioned in sub Para 5.2, that person who has completed full tenure in NER, will be considered for posting of his choice (one time)”.
But after completion of 2 years tenure posting at NER, Shillong Chief headquarter, Kolkata authority transferred me to Chandigarh, w.e.f 1st May 2017.I am relieving from 1st may 2017 from Shillong.Now my juridiction will be Northern Region. I thing so like that.
now I want to file the case in CAT at lucknow. But some body told me this place is not your juriduction place . U can file the case in shillong, Meghalaya.

Kindly advice and suggest where I can file the CAT case ? At Chandigarh, Shillong or Lucknow CAT ? In my opinion I can file the case from lucknow. because lucknow is the Headquarter of Northern zone and Chandigarh also come in Northern zone . Kindly suggest me .

The nature of your repeated as well as original query clearly reveals, as if you were not interested in solution of any problem, as already suggested at thread of your previous query, rather you were interested only to solve some law school query.

Your earlier queries have also been of the academic nature. Rather, you preferred to remain silent, when Dr. JC Vashist asked you, whether you were a law student and did not come forward with any clarification so far for the last about a month, as can very well be noted from the following thread:

Moreover, so far as I understand, the tenure for NE, as per the transfer policy of GSI, is for three years, not two years.

So, for solution to your academic exercise, you have the need to concentrate on your study material.

Even, if it is your real problem, you may also like to refer to the provision of para 1.2 of the transfer policy, which clearly states that a Group A/B service Officer can get a chance once only to serve his home state/ region, according to which, I suppose, you cannot be posted to your home town second time. However, rest depends upon the interpretation of the CAT that too only after the interpretation and decision of your own Administrative Ministry, as per the provision of Para 14.1 of the policy, as the order, in itself, is controversial by its nature with reference to para 1.2 vis-a-vis para para 5.

Thank you very much all the expert specialy thanks for Dhingra sir.
The policy is controversial. The CHQ, Kolkata authority doing deliberately like this.
They have mixed with the general point for all officers and who are posted in NER region.So they save to himself for court case etc.
