Transfer policy

I just want to know that , is there any policy of taking transfer in central government service from one place to another ? Like if I am working in Uttar Pradesh and due to some reason I want to take transfer in Madhya Pradesh .then can I get that transfer possibly in central government in Madhya Pradesh also ?

The govt does lay down well established policy.The policy can be downloaded from the establishment.

You have to prey to your department and they can consider on merit. It can not be claimed as a matter of right.
