To get partnership deed from registrar of firms

As per Partnership Act 1932 section 67 any person can obtain by paying fees any thing which is in the Register of Firms and according to section 66 inspect the register and filed documents.
But when approached to Registrar of Firms, Partnership Deed of a Firm is required, the said was denied and when Act was shown, answer was given , this can not be given as our office has never given in this manner to any thing to anyone, I won’t give anything, do whatever you like.
Please let me know what can be done to get the same from Registrar of Firms

The Registrar of Firms may grant to inspect any records of his office after paying the fees as prescribed and after inspection by a person if he wishes to apply for grant of such copy of statements, notices and intimations by collecting the necessary fee for the same. If he refuses to do so, you can file application to the higher authorities. You have to ask the same through RTI for which you want. Now-a-days it is available through E-seva or Mee-seva centres (online).

Whether the document (which you want to inspect/ copy) comes within the public domain ? If so, the RoC shall have to produce it, otherwise, you will have to prove your locus standie.

Did your submit a written application for supply of the requisite information? Also, could you meet the Registrar/ Sub-Registrar of the Firms, if his office denied the information?

If not, any official misguiding you cannot become the rule of law, as against the provisions of the statute. You may meet the concerned Sub-Registrar of firms with written application?

Mind it, nothing informal can be expected from a Government office. There must be a record to be maintained in that office, whom the information was shared, if that related to some third party.

Even if you go to any court, there must be a formal proof with you in support of your contention about refusal of the information on application for the same.

The Partnership Act, 1932
Section66 INSPECTION OF REGISTER AND FILED DOCUMENTS. (1) The Registrar of Firms shall be open to inspection by any person on payment of such fee as may be prescribed. (2) All statements, notices and intimations filed under this Chapter shall be open to inspection, subject to such conditions and on payment of such fee as may be prescribed.
Section67 GRANT OF COPIES. The Registrar shall on application, furnish to any person, on payment of such fee as may be prescribed, a copy, certified under his hand, of any entry or portion thereof in the Register of Firms.
From the above, it is deduced that the documents in the Registrar of Firms are Public Documents. If incorrect, please correct.

Registrar of Firms’office was attended with application in writing and same time Head of the Dep was met, but answer given as written above.

The documents relating to Firms shall be inspected by any person subject to pay fees as prescribed by the State Government concerned u/Sec.66. the copies of documents may also be granted to the parties on payment of the necessary fee under Sec.67.

Respected Sir,
Here is the problem, Employees at Registrar of Firms, neither taking application nor giving any receipt. only Verbally denying. Can it be possible on line or any remedy to get documents, even written in law.
