Technical resignation (under probation)

I Worked as an ASI in CISF in the year of 2014.
Joining Time I got NOC for Another service with Higher Grade Pay.

At the time of resign the clerk refuse to take my TECHNICAL RESIGNATION He said U R UNDER PROBATION U CAN NOT AVAIL THE FACILITY OF TECHNICAL RESIGNATION.

I file Normal Resignation because i was in Hurry to join another services.

But after resignation he told me that we make mistake in your resignation .

Request 1. I want to know is i am eligible for the Technical Resignation.
Request 2. IF I am not then What is the use of NOC i got .

I am still in doubt please Help me

What special benefit you expect to get if resignation is treated as your technical resignation and why do you expect that your mistake can be rectified after 4 years of parting your way with the CISF?

I want my money back while I paid 1 lakh and I want my services to be added which help me in my retirement I resigned 2 years back not 4 year sir . I also file RTI but didn't get answer

Irreversible mistakes cannot be rectified, may that have happened due to your mistake or by the mistake of the clerk. You should have known that the clerk was not the final authority, if you approached only the clerk and did not submit your resignation through the Receipt cell of the office of the competent authority.

By the way, how would you like to prove that you submitted resignation due to the mistake of the clerk?

Sir I also filed my technical resignation on official email id of my unit and also I got the hard copy number of my application . That copy I have also . After that they told me to file normal resignation .

I know sir clerck was not final authority but we have to go with proper channel and channel is started from clerck . After my resignation I also submit an application to reference the dig sir of our unit and got the copy of application with stemp

Your channel was your own superior Officer through whom you could have formally forwarded your resignation letter, not the office clerk. Further, when you talked about channel, how you were authorised to send email direct to your superior authorities?
