I HAVE ASKED FOR INFORMATION UNDER RTI TO A GOVT. DEPT.
THE GOVT. DEPT RECEIVED MY APPLICATION ON 29/12/2014 AND REDIRECTED TO THE CONCERN DEPT ON 6/01/2015 INFORMING ME THAT THE INFORMATION I WANT IS WITH THE OTHER GOVT. DEPT.
THE OTHER GOVT DEPT DID NOT REPLIED ME WITHIN 35 DAYS FROM RECEIPT OF MY APPLICATION (29/12/2014) SO I MADE FIRST APPEAL TO THE FIRST DEPT.ON 12/02/2015.RECEIVED BY THEM ON 16/02/2015
AFTER THIS THE CONCERN DEPT REPLIED ME ON MY MAIL ON 24/02/2015 THAT THE INFORMATION I WANT IS AVAILABLE WITH THEM AND I CAN GET IT BY DEPOSITING THE FEES PERSONALLY AND GET THE INFORMATION.
1) AS THEY HAVE NOT RESPONDED WITHIN TIME LIMIT M I ELIGIBLE TO RECEIVE THE INFORMATION FREE OF COST.
2) AS I HAVE MADE FIRST APPEAL I SHALL APPEAR FOR HEARING AND ASK THE APPELENT OFFICER TO GIVE ME INFORMATION FREE OF COST . ( AS THE INFORMATION I WANT IS HUGE AND THEY HAVE TOLD ME TO DEPOSIT 3000/ RS.)

Respected sir,
i have invested some amount with a investor and he has given me the cheque of amount invested and he was giving me return on the amount per month now since he has some problems he is not giving me returns and neither returning my principal amount.
sir please guide
shall i deposite the cheque of principal amount in the bank and get it bounced then
1) file a complent in local police station of 138 and cheating against him .
2) file a complent through a lawyer.
in which option will i get fast and effective result.
