Role of shed appraiser and shed examiner while working in CFS, is appraiser equally responsible for the quantity in excees as his function is the scrutiny of documents and supervise the work of examiner whose main work is check the description, quantity and weght of goods?

May the appraiser be held responsible for excess in quantity of goods if the goods are to be examined only in 5%?

I'm working in customs as appraiser. A container given out of charged by me was re-examined by DRI and it was found with double to that of the declared quantity.

An appraiser has to deal with all the document work as well as description, value, quality etc. of the goods and he has to do supervision of work of examining officer and endorse the report given by him whose main function is to check the aspects such as weight, quantity and description.

Now my main query is that may I be held responsible for the quantity of the goods in excess.

Examiner had to check 5% of all the goods.

Report by examiner: selected and opened 5%=32 pkg for appraisement. Checked declaration vis--vis import documents.
