Dear Mr. Manoj Ku. Patel,
Your query is not clear whether you have asked for review by the departmental reviewing authority with reference to your service related discipline and appeal rules, or with reference to court's trial/ judgment. The process in both the cases is quite different.
So, please clarify the issue, as your very brief query along with supplementary query is quite deficient in facts and background history of the case.
However, with reference to your supplementary query, even if the case is pending in the HC, ordinarily the departmental reviewing authority is not restrained from making a review of the case unless a specific stay order is obtained for departmental review.
Anyway, the final opinion can be formed only after going through the background of the case and also the nature of relief sought from the HC through the petition/ appeal, as the case may be.

Better to come out with clear facts otherwise it is a futile exercise.
