Retirement dues paid with inordinate delay

I resigned from UP COOPERATIVE SUGAR FACTORIES FEDERATION,LUCKNOW(AN APEX BODY UNDER THE DEPTT OD SUGAR AND CANE DEVELOPMENT,GOVT OF UP) IN AUG 2013.
RESIGNATION ACCEPTED ON 31 AUG 2013.
i got partial amount of retirement dues on 31 dec 2014( 4 months delay).i wrote enormous letters and emails.
i received the remaining amount on 5 jan 2015(18 months delay.)again many correspondences from my side.
the dealing official when I spoke in between used to say"Jain sahab jante ho aap to paisa kaise nikalte hain". he was asking financial benefits.
how can i pursue against this individual . he is the GM(Finance).
i want to claim interest on retirement benefits for the delayed period.??
pls tell how i go ahead??

also i have written many letters to CM UP and Chief Secretary UP Govt, Principal secretary Cane Development deptt UP but no result till date.
only one PG (Public Grievance) complaint no is given to me and whenevcer i check it on website of UPCMO it shows pending status..

First of all ascertain the reason for delay, if any under RTI and approach the competent judicial forum.

Send legal notice for payment of interest.

Use RTI to find out the exact reason for delay in payment.

Any complaint / letter to Government department takes time in dealing. You can continue posting reminders to all departments.

If the dealing hand was asking for bribe you could have got him trapped.

I tried RTI. they send me a letter back that this is a cooperative unit and as per Allahabad High court order the deptt is not under the ambit of RTI.

there was no reason for delay.all people who resigned during this period got their dues only after payment of bribe.

under Which section can i frame charge on the dealing official??

this deptt does not listen to CM,Chief secreatry, senior IAS officers of UP as the MD has the backing of an ajamgarh very very strong minister.

GM(Finance)of the unit may give the logic that the Financial condition of the unit was not such that the payment could be released .To counter this I have two replies
a) How was the dues paid in Jan 2015 and Dec2013 when financial condition remained same.
b) GM(Finance) was regularly paying the people who retired during this period.(Records there will prove this).
This shows that he was working with vested interests and double standards.
When I used to call his office I was told multiple times that "Jain sahab aap jante hain paise kaisa milte hain yahan" Clearly financial benefits were his expectations.

I want two reliefs now:

1). Interest on Retirement dues for delayed period of 4 and 17 months @ 15%(SBI reference rate).
2). Disciplinary Action against the defaulting official who mentally tortured me for a period of 17 months as I did not bowed before him for his illegal financial demands under UP Government Servants Discipline and Appeal,1999.

Can you please tell me If I am right in my demands??
and please guide me on how to proceed further and my future course of action because I dont want to sit quietly.

You have been advised to issue legal demand notice demanding interest on delayed settlement of your terminal benefits, after which you can file a money recovery suit on the same lines.
