under the bombay stamp act 1958 you have to make an application to the collector for adjudication . submit the document , file an affidavit mentioning the facts of the case , pay fees as prescribed . the opinion of collector is final .

Section 31 of the Indian Stamp Act,1899 deals with adjudication for stamp duty by the collector.
The Collector shall determine the duty with which, in his judgment, the instrument is chargeable after document submitting before him.

Regards to all but sorry to inform all replies are outdated. If you are not aware, Collector of Stamps offices now accept only the original instruments for adjudication and refuse to accept even notarised true copy of the instrument, accompanied with LOST CERTIFICATE from police for the original.
The reason being given is some Supreme Court Judgement. Can some one dig out this Judgement copy? Or give reference no. and date?
