Regarding Pay - protection in U P state govt. aided college

Respected Experts,
Please guide and educate me on whether I will get my basic pay protected or not if the conditions are as follows -
I am serving in a U. P. govt aided Intermediate College under the department of Secondary Edu. drawing a basic pay of 66000 approx.( 7th pay revised). I applied for the post of Assistant Professor advertised by the U. P. Higher Education Service Commission, Allahabad, the body responsible for the selection of Assistant Professor for U.P. govt aided Degree (UG/PG) colleges under the department of Higher Education of U. P. Govt, after taking permission and NOC from the authority/employer. After going through a written test and and interview conducted by the UPHESC, Allahabad I got selected for the Asst. Prof. post. The entry pay scale being P.B. 15600-39100, AGP 6000 (pre-revised) corresponding to Basic pay of 57700 (ugc 7th pay revised), I am at loss of the basic pay of salary.
Please let me know if pay-protection is admissible to me. Please quote the relevant information and rules for taking my future decision and betterment of my career.

Since you applied through proper channel seeking your previous employer's permission and technically resigned your job and re-joined the current Asst professor job in a UP Higher education Dept degree college if your current pay is less than your previous pay you can draw salary as your previous pay will be protected and you'd continue to draw your basic pay fixed in your previuviousemployment.

As your employer (intermediate college) is a private organisation, despite the fact it is aided by UP government and the college authorities have issued NOC to apply and selected for the post of Assistant Professor by government your pay (in new job) can not be protected.

Respected Experts, one thing that I missed to bring to your notice that I was selected for my first job (Intermediate College) through an open recruitment advertisement by a govt body namely U. P. Secondary Education Service Selection Board, Allahabad via a written test and an interview and draw salary through govt treasury. Thanks and regards for your kind attention !

Though you drew your salary from treasury, there was no employee and employee relationship between you and the government. You were not holding a post under government to claim pay protection, since civil service rules which protect pay is not applicable to you.

Thank you for your answer sir, but does the case remain same if the recruiting bodies for both the job are of the government ?
Will you please refer me to the rules / G.O./O.M. of the Central Govt or U.P. Govt which govern Pay Protection ?
