Dear Sir,
Its regarding one of my friend visited consultancy A. They intimated to him states that if we placed you in a company you have to pay 50% from your salary to HR of that company. but my friend denied for that offer he said he can pay only consultancy fee of Rs 500. They agreed and they given form to sign in that they have mentioned if we placed you in a company you have to pay 50% from your salary. When he enquire that consultancy people said No Issues you dont have to pay 50% from your salary but sign in this form even he signed. But Now the issue is they are asking 50% from his salary but my friend is not ready to pay they are telling they will lodge a complaint. if they did means it will affect my friend career. kindly suggest me ASAP. meanwhile when we enquire in that company The HR Person says We are not charging any amount from candidate.

Generally the consultancy people charge part of first pay as their professional charges after placement.
You have agreed in writing about payment by signing the condition.

Usually the employer is charged and not the candidate.
Each company has to pay the taxes on revenue and profits.
Does this company collect such monies in cash or cheque and does it issue any receipt? Ask some questions and it may put the matter on shut up mode.
Bring it in the notice of HR,appointing authority,MD etc and one word from them shall put the matter on shut up mode.
In future don't sign on dotted line without consulting elders in the family, competent well wishers, employee's/trade union leaders, lawyer.

Have the courage not to succumb to the unlawful demand. They cannot enforce the agreement in any lawful manner.

The placement agency and HR persons are two different persons, even if s/he is the same person. The placement agency is entitled for the agreed money for his/her services rendered to you in obtaining job in a company, it is not termed as "bribe".
