Particular at UP, in transaction of agricultural land is void unless permission by the competent authority.

When the land is being gifted to ST by the government, that land can not be purchased by any body, without the permission of competent authority.

When the land is being purchased by the ST, that land can be sold to any body, without the permission of competent authority.

With reference To UP Mr. Shah has rightly opined.DM is the person to seek permission for and any transfer made without prior permission is void.

Like in UP, the law in Maharashtra too says that the land belonging to ST cannot be transfered to any Non-ST, but with special permission for the same from the competent authority.

Any deal of Land transfer of sale with ST is void.
Prior Permission in writing of appropriate govt authority is a must to make it valid.
