What are the mandatory charges that a customer has to pay apart from Stamp duty & registration during purchase of resale flat.

Yes it is society registration charges apart from some non mandatory charges.

If a flat currently covered in gram panchayat is in future taken under PMC (Pune Municipal Corporation), will I need to pay the stamp duty and registration again. Also, how is the status transfered to PMC. Does the customer needs to pay anything as fine or anything else.

when you bought the flat from builder you paid stamp duty on your agreement and registration charges . you would not be required to pay charges again .
