I paid amount and get into agreement in one of the Developers. I paid all the amount thru Bank to his account. Now I am asking him to register my site purchased with him. He not ready to register. I have only have agreement and paid bank receipt to his account. I have paid all the amount. please let me know, I can book criminal case at police station or civil case at court. please advise

File a case in consumer forum where you would get relief of compensation also along with registration of sale deed.

Yes file complaint before District Consumer Redressal Forum agaist Developer for his unfair trade practice and deficiency in services.Forum would award you the claimed relief along with compensation.

Dear Sir, please suggest which one is best.
The right option available is to file a suit for specific performance, its a civil suit and you need to pay court fees as per schedule and it takes a min of 2 years time.
The next option is to file a criminal case for cheating before the police, police may be reluctant to take the case and register FIR stating the matter is civil in nature, if you have any influence in Police then its possible to register FIR.
The third option is consumer case, which may again take 6-8 months or even more time.
The best option is to file a criminal case, if the police do not register the FIR then you can directly approach the Magistrate Court and file a private complaint and based on the said complaint FIR can be registered
