Police does not register FIR in theft case

yes it is phenomena in every police station.it is because the state governments are giving prizes to police stations which have zero theft cases or less cases.
one such incident is in sedam one of my client lodged a complaint of his mobile theft and money. complaint is not registered. when my client insisted for registration they did not give but gave a letter that your mobile will be given back if it is found. when my client got the moblie number on his sons mobile track message the police got the mobile and asked my client to take the mobile. When my client wrote to sp then the case was booked and now harrassing my clent to provide witness to the theft incident. Recovery of theft item is sufficient to prosecute the accused in theft cases. there will no eye witness.
