Dear Experts
Need your valuable advice.
Can anybody ask personal information of a govt. employee viz. educational qualification certificates, Date of Birth certificates, Service book through RTI without any reason.

But what if dpartment is forcing you to give all your documents to provide the same in the reply of RTI

Then ask for why the person is asking for these informations?

Sir,
[1] Personal information can not be asked or demanded under RTI,
[2] No official or department can force any person to divulge any personal information in reply to RTI. You can report the superior of the official in the matter.
Hereunder is the relevant rule for the disclosure of third party information under RTI
Disclosure of Third Party Information
32. Information including commercial confidence, trade secrets or intellectual property, the disclosure of which would harm the competitive position of a third party, is exempt from disclosure. Such information should not be disclosed unless the competent authority is satisfied that larger public interest warrants the disclosure of such information.
33. In regard to a third party information which the third party has treated as confidential, the Public Information Officer should follow the procedure as given in part IV viz. ‘FOR PUBLIC INFORMATION OFFICERS’. The third party should be given full opportunity to put his case for non-disclosure if he desires that the information should not be disclosed.
