I joined the post of senior private secretary pb-2 9300-34800 with go 4800, in a central government department in the year 2013, and on an advertisement for the post of personal assistant at Patna high court was published in the year 2015, I applied the said post through proper channel and obtained requisite Noc from my parent deptt. Subsequently I was selected for appointment and joined the post of PA at Patna high court in pb-2 9300-34800+ gp 4600, will my pay be protected and fr 15(a) will apply in my case

Granting NOC and applying through proper channel are two different situations. It seems that you had not applied through proper channel and thereafter are not entitled for the pay protection.

Had you submitted technical resignation to your department?

Read the service conditions of the department joined.

yes I had submitted my technical resignation there, I had applied for the post online for which I had taken prior permission of my parent department in the form of NOC, as per the advertisement of patna high court
