Panchayat office not accepting property tax

Dear Sir

I am 65 year old women, i got a house through registered will from my father both my parents are dead, i am sole beneficiary of the property located at valavanur village, villupuram district tamilnadu

i had applied to valavanur panchayat office, Executive officer and president to change my name in property Tax along with application and required fees i had attched my both parents death certificate, registered will copy, Encubrence certificate,and a legal opinion from Notary public lawyer ( legal opinion states i am the sole benificiary of the property )
All documents for property tax name change is very clear

but the panchayat office president & E.O not changing the name in property tax and Tax payment not paid for three years since my parents death,

through third party i came to know, person in panchayat office want to buy the property at very low cost, hence they are not allowing to name change in property tax

please advie me
1) to which higher official i should report district collector,Thasldar etc, about these corrupt people

2) what other possible option i had to solve this problem with less time frame.

You can certainly approach the Collector and/or the RDO/Tahsildar.

Simultaneously, you can seek information under the RTI Act on the pending status of your application(s).

Have you tried to pay the taxes in the account of your parents; there is no law or procedure which prohibits the legal heirs in discharging the tax liability of their predecessors in title,unless the records are mutated.
The property is already vested in you and you have liability to discharge the liability, which is the first charge on the property.

Panchayat is a Local Body. Next higher authority is Samithi and the next is Zilla Parishad (In Andhra Pradesh) Like you can approach next local body for making complaint against the Panchayat. First meet the Panchayat President and tell him why the taxes are not being accepted? If you are not satisfied with his reply, start triangular action 1) Next Local Body 2) Revenue Authorities, especially District Collector 3) Seek reasons for not accepting the tax under RTI Act. Before that go to Panchayat Office again tender the tax and if they refuse ask them record refusal on your application itself. You can orally them that you are not going to keep quiet, you will be taking up the matter with concerned authorities. You can even make a complaint to your Chief Minister Ms.Jayalalithaa.

panchayat office purposefully deleted property tax from their computer and record on 2011.After that they are not accepting to pay tax even in my fathers name for the past three years.

The Panchayat Board officials are not the final authority, they will be trying all such gimmicks to put pressure on you so that you will convey the property too them at the lowest cost. Donot budge to their pressures, of having sent the application for changing the property in your name by registered post, after passage of considerable time, you make an application under RTI seeking information about the status of your application for change of name in the revenue records, this will evoke response to your original application, if you do not get any response or proper response, you may approach the Collector directly through Monday petition or go via Tahsildar and then Collector, you are certain to get relief. Take the help of a local lawyer to draft and push your applications through.
