Non tribal can not purchase land from tribal without following the laid down procedure.

In your case the land was previously non tribal, state law applies specifically, consult local lawyer.

Agriculture is also state subject.

A very able counsel well versed with local laws/rules and revenue/property/civil matters can render considered opinion after due examination of all docs and inputs.

1. THERE is no such thing as "tribal land" .OR. "non-tribal land".

2. Certain time Agricultural Land is "allotted" to certain people, for self-sustenance, which is recorded "inami land" or "non-free sale land", (typically understood as section 36G land) in the 7x12 extract of the Revenue records of the tahsildar's office.

3. "inami land" or "non-free sale land" CANNOT be sold or purchased by ANYBODY (including the tribal himself), since the Agricultural Land is now owned by the Tribal, BUT the Govt has "allotted" to certain people, for self-sustenance. HOWEVER such land can be sold subject to certain parameters and with written permission of the zonal-collector.

4. Agricultural Land "allotted" to certain people, for self-sustenance is NOT "sold". Note the difference in "allotted" and "sold".

5. IF the land is NOT 36G land or say "inami land" or "non-free sale land", (typically understood as section 36G land), THEN the land can be sold - purchased umpteen number of times by ANYBODY, including Tribal or non-Tribal people. WHY SINGLE OUT "trible aka TRIBAL".
