Indian High Commission doesn't issue any such No Objection Certificate or Singlehood or Unmarried certificate for marriage with a foreigner in a foreign country.
The Indian High Commission has assigned an official, designated as Marriage Officer, to conduct and register the marriage of Indian citizen with a foreign citizen under the Foreign Marriage Act,1969.
The NOC and being unmarried you look forward can be given by your parents in India by way of affidavit duly signed and attested by SDM/Magistrate First Class and having been authenticated by Ministry of External Affairs by affixing Apostille Stamp as required under the Hague Convention.
Most Indian Citizen get this document prepared from India and use it foreign country for marriage either according to the Marriage laws of the Foreign country or according to Indian Marriage law, namely the Foreign Marriage Act,1969.

Check with O/o Marriage Registrar…at the location you need to get married in India
Relate your requirement with the process and procedure under Special Marriage Act also…

IT may offer simple recourse....

Mr Assumi did not ask whether you are Indian or not.

He asked whether you are in India or not.

This is vital information.
N.K.Assumi (Expert) 27 January 2018
Yes, there is no doubt about that. I just want to know your present location.
Kumar Doab (Expert) 27 January 2018
While in one perspective you may need docs like e.g; single status affidavit,Certificate of No Impediment, Certificate of No Record

and in other you may not.

rest your long term interest/goals are known to you and you may chose the option that is workable and suitable, easy to you...

i am bhargav from gujarat, junagadh District i go for marriage registration with foreigner according to special marriage act, but sub registrar denied and say that we have no authority to register your marriage here, for that you have to go to delhi.
So i would like to know District authority cannot have power to register marriage with foreigner in Junagadh District?
Vijay Raj Mahajan (Expert) 26 February 2018
The Marriage under the Special Marriage Act,1954 is solemnised and Registered by the Marriage Officer of the district who is not the Sub-Registrar but the Deputy Commissioner of the District Boss of Sub-Registrar. When you go to junior officer you'll get this reply approach the D.C. of the district for marriage under the Special Marriage Act,1954.
If you're unable to manage it then better engage some good, sensible and knowledgeable lawyer who can handle the marriage case there in Gujarat, if unable to find anyone then better import a lawyer out of other State in India.
