Is preparation of pseudoephedrine hydrochloride a punishable offence within India? Is there any judgment/s of any High Court/s or Supreme Court of India to this effect?

Sir, Preparations of Ephedrine and Pseudoephedrine have been placed in Schedule B / C only. Thus monitoring of their international trade only is envisaged in the Order. ... http://dor.gov.in/import_export_precursors
I want a HC / SC judgment saying inter state transportation of pseudoephedrine (pseudoephedrine not in its pure form / powder form) is not an offence / not triable under NDPS Act,1985....if any
