NPS and CCS Pension Rules 1972

(Querist) 11 April 2019 This query is : Resolved 
Sir,
Govt. of India introduce New Pension Scheme from 01.01.2004. But CCS Pension Rules is not amended till date.

Those employees who joins from 01.01.2004 is entitled for NPS.

Sir,

Can a scheme replace any rule ? Please offer references.
NPS is passed in 2014 by the Parliament.
Can it be introduced from 10 years back ?

NPS alone is in vogue. It is all India policy.

Yes, it is applicable w.e.f. 01.04.2004.
