NOC FOR VEHICLE ABOVE 15 YEARS

I have my personal car( petrol driven with Delhi registration) which I like to take outside Delhi to some other state because, not permitted to run being above 15 years of its original registration. Will you please guide me whether I am eligible to get it or not? The date of original registration of vehicle was on 15 Dec 1999.

Yes. You are eligible. Delhi govt. is issuing NOC to such vehicles. You get it and sale outside NCR.

1. You have to take the CAR to the local RTO, for passing and approval, AFTER which Registration Certificate is extended /granted for "further" FIVE years, after payment of relevant fees (tentatively 2500/-)

In Delhi no vehicle beyond the period of 15 years is either given registration or renewal.

NEW DELHI: If road transport ministry has its way, then there will be a system in place to rid traffic of all unfit vehicles including private cars 15 years after registration. The ministry has proposed "automatic de-registration" of all vehicles after this period.
In its road map proposal to reform the transport sector, the ministry has said, "These vehicles would require to be re-registered or scrapped." This means states will have to frame their own norms and they would have greater liberty.
At present, private vehicles once registered can ply as long as the owner wants after paying a lifetime one-time tax. Therefore one often finds rickety and polluting vehicles on roads, which pose potential risk for other road users. The only procedure private owners need is to get a renewed fitness certificate after 15 years of registration to run the vehicle.
In the case of commercial vehicles, getting fitness certificate renewed is mandatory every year for all vehicles that are over two years old.
